Ottawa Initiative on Haiti
Nov. 21st, 2006 09:33 amOn January 31st, 2003, a meeting was held in Montreal. In Canada in Haiti, Engler and Fenton write:
From January 31 – February 1, 2003, Canada's Secretary of State for Latin America and La Francophonie, Denis Paradis, played host to a high-level rountable meeting dubbed "The Ottawa Initiative on Haiti." In a manner that would foreshadow future meetings hosted by the Canadian government, no representatives of Haiti's elected government were involved. Indeed, the Ottawa Initiative now appears as a dry run at the trusteeship that was to come. Otto Reich, then Bush's controversial appointee as Assistant Secretary of State for the Western Hemisphere, attended the Ottawa meetings. OAS representative [Luigi] Einuadi was there as well.
