I think just one run-in with a deer or moose would be enough to convince him that a lack of goats doesn't equal road safety.

That was exactly my thought. I was in a car that hit a deer once - it does wonders for clarifying my sense of what constitutes a safe driving speed.

One of my son's first sentences was "Cows in Road", uttered in Austria. The 401 and the German Autobahn are actually notably free of livestock, wild or domestic, and both are sometimes well suited to speeds of 160 km/hr in the right car. I don't think adding goats would help. If nothing else If would get stuck in more traffic jams...
