Seeekrit Government Stuff

I ran into this on the NDP community. Apparently Harper's government (*ptui*) made some new NORAD agreements, and decided not to tell anyone. Why so secretive, Mr. Harper? Afraid of the appearance of reciprocity for the softwood lumber deal? And, uh, this isn't actually reciprocity, is it?
