The Senate has passed C-38. Last step in the process is for the Governor General to provide Royal Assent.

As an american I'm a tad ignorant about Canadian law.

The head of our "executive branch" - in this case, the Governor-General, Adrienne Clarkson, who is the Queen's representative in Canada - signs the bill into law. Our head of state is actually Queen Elizabeth II.

Everything I've been told says that this step is a formality... it's almost unheard-of for the Governor General to not grant Royal Assent.
