UN Mission in Haiti: Not so Effective

The UN has released a report on security and development in Haiti that cites successes in security and justice, but failures in health and development. However, the UN's optimism on security is contradicted by the recent admission of the RCMP that its reform of the Haitian National Police (HNP) has failed:

According to human rights organizations such as Amnesty International, the HNP has been involved in numerous cases of execution-style killings of civilians and other abuses. HNP officers have also been accused of widespread corruption and drug trafficking.
