The Toronto Port Authority says it is proceeding full steam ahead with construction of a $10.5-million ferry terminal at the foot of Cherry Street, even though operators have suspended the Rochester-Toronto ferry service for which the terminal is intended.

In fact, the "silver lining" of the ferry not running is that no passengers get in the way of the construction project.

That supports my suspicion that the suspension was just an arm-twisting tactic to try to get concessions from various governments, and that the ferry will be running again by spring if not sooner.
