That's the cover of "Somewhere Over the Rainbow" that was used on "ER" when Dr. Greene took his family to Hawaii so that they could have happy family memories just before he died of his brain tumor. It's also been used for some commercials and in other programs here in the US. But it's very nicely done, and I think that may be why it turns up so frequently on TV in the US.
